I don't know if there is a law which requires the dog to have a minimum time of free movement each day. I know that a large number of states (assuming you are in the US) prohibit chaining except for short periods, others do have time limits. You could phone your local animal control office and enquire what you should do in this case.
You are right, the bad behavior of the dog is the fault of the roommate. the dog has no chance to be house trained or obedient, since the dog does not receives training and probably never did. You wouldn't expect a human child to behave either if the parents never taught it manners.
If your roommate says, the dog is fine, what does she say if you answer that the dog whines the whole day and that a dog who is fine does not do this. A dog who is fine also does get exercise and mental stimulation.
Since no landlord wants a dog peeing and pooping in their place you could complain to the landlord. That might not really help the dog long term, but might get a message to the roommate that she needs to do something about house training and she could also easily decide that instead of doing something she could give it to a shelter or somebody else.
That's terrible. :( her dog in NOT fine, I would at least let the dog out to go to the bathroom every now and then whether your roommate likes it or not. That dog should have a chance to use the bathroom at LEAST 3 times a day, no wonder he's going to the bathroom all over the place!!! Ask you roommate if YOU can walk the dog and play with him sometimes. (if you don't mind) That's cruel to keep a dog in a cage all its life, and she is CLEARLY not responsible enough to own a pet of any kind. She needs to GROW UP!
Tell your roommate that other people are complaining and the dog is stressed from being cooped up and needs more attentions and to be trained a dog isnt happy. Suggest to your roommate to find another home for the dog and explain that this is no life for a dog. If she doesn't change how she cares for the dog then call! If youre putting it off because you dont want awkwardness between you and your roommate the calls are anonymous. No creature should have to live like that.
Ask your roommate if you can take the dog out when you get home. That would be the simplest thing to do. If the answer is no, then, yes, I would call animal control.
Your roommate may be given a warning and told to change things. Or, the dog could be taken. A young, healthy Lab will be adopted pretty quickly, even lacking training and manners.
YES YOU SHOULD call animal control.
This dog needs a better home and this is animal abuse to leave it crated for so long.
Maybe you should lock your room mate in a cage all day, and not let her go to the bathroom, and see how she likes it. She sounds like a self centered, uncaring, *****. <
