Of course. Most male puppies would have the ability to sire a litter from about 8 months of age (NOT 4 months!!!). And it's not the same with females either - they don't normally come into season until around 6 months, if not later.
If this is after the event, get her in for a gravid spay, unless you have a four figure sum available for the C.Section she may well need.
If this hasn't yet happened, get her straight in for a spay she shold have had 1.5 years ago now.

Males & females should not breed until they are at least 2 to 3 yrs old. Then they are mature enough to breed & have healthy pups.
Did you know that many Chihuahua's have to have a C-section just to deliver her pups? That costs you many many many $$$$$$$$$$. Probably over a thousand & maybe more. If she needs a C-section & doesn't get one, you will loose her & her pups.
Get them both fixed & save yourself some heart ache. <
